At a rational skilled policy guidance of enterprise has both a high-quality diagnosis and grounded prognosis of development of situation and disposes facilities for influence on it. Skilled service of enterprise disposes not only facilities of diagnostics of personnel but also methods of prognostication of skilled situation on medium-term and long-term periods. In the programs of development of organization there are short-term, medium-term and long-term prognoses of requirement in shots (high-quality and quantitative). In addition, component part of plan is the program of skilled work with the variants of its realization.

A rational skilled policy supposes:

1) marketability into organization of mobile strategy of management a personnel taking into account realization of projects or directions activity.

2) flexible forms of including of specialists for the decision of those tasks, characteristic for the certain stage realization of project, which preeminently these specialists can decide maximally effectively.

Such approach supposes the permanent changing of cast, which depends on the transition of organization from one stage of development to other, and allows to line up the trajectories of career for employees.

At an adventurist skilled policy guidance of enterprise does not have a high-quality diagnosis, grounded prognosis of development of situation, but aims to influence on it. Skilled service of enterprise, as a rule, indisposes facilities of prognostication of skilled situation and diagnostics of personnel, however plugged plans of skilled work, frequently oriented to achievement of aims, important for development of enterprise, are in the program of development of enterprise, but not analysed from point of change a situation. The plan of work with a personnel at that rate is built on the emotional enough, little argued, though faithful picture of aims of work with a personnel. Problems during realization of similar skilled policy can arise up in case that influence of factors which before did not join in consideration will increase, that will cause a sharp change a situation, for example, at the substantial change of market, appearance of new commodity which can force out present now at an enterprise.
